The paper considers methodological approaches to use of statistical and mathematical models to enhance estimation reliability of the data on employment and unemployment at the level of districts of Ukraine’s regions. By results of approbation of various types of models it is offered to use the mixed EBLUP-model for estimating manpower indicators, which is successfully applied in the world when solving problems of small territories.

The author presents the estimation results of solvency of the population, analyses the forecasting indicators of financial ability of the population to pay for services of centralized heating for the period till 2019. A conclusion is made, that there is the urgent need to carry out energy-saving measures in dwelling houses and other economic, organizational measures which will promote an increase of services consumers’ solvency.
