Problems of Using International Employment Indicators in the Field of Research and Development in Ukraine

The article deals with the four key problems of using international standards in statistics of R&D personnel in Ukraine. It analyses the prospects for further adjustment of national statistics to the Frascati Manual requirements. To provide more correct international comparisons the author offers specific measures on the improvement of the calculation methods in R&D employment.

Estimating Factor Productivity in the Ukraine’s Economy Sectors

The paper provides the results of factor productivity calculation by the gross value added and by the output in sectors of the Ukraine’s economy, on the basis of adaptation of KLEMS methodology to national statistics. The author presents the analysis of the dynamics and structure of increase in labour productivity and factor productivity for the period of 2001–2010, compares data with the USA corresponding data and outlines basic factors of lag in the national economy.

New Instruments for Measuring Business Cycles

The article presents a review of methods for giving information on the changes in business cycles with the use of non-numeric data obtained from business tendency surveys. The so called “Cyclical Clocks” are examined in detail. The author suggests using the modified type of such “Clocks” for the analysis of Ukrainian economy that needs additional including of certain sectors and indicators for examination.

The article outlines organization stages for statistical research of the region population reproduction. It determines peculiarities of reproduction of the population of the Autonomous republic of Crimea and of Ukraine as a whole. Using the results of cluster analysis, the authors have classified the administrative units of Crimea by socio-demographic situation.

A methodological approach to estimating relevance is considered as one of the main quality measurements of information support of activity of the National Commission on Securities and Stock Market in Ukraine and other participants of this market. The author offers main characteristics of relevance and an integral index – a relevance index. It is shown that the key problems of relevance of information support are the development and implementation of measures on the relevance assurance and the level of information availability, for foreign users in particular.

Conceptual Approaches to the Methods of Determining Self-Sufficiency of Territorial Communities

This article examines the problems of definition of self-sufficiency of the territorial communities, based on the theory of social action and the system approach. A territorial community is considered as a social-territorial system with the properties of complex, dynamic, self-managing systems. The author proves there is an opportunity to use the principle of self-sufficiency for reforming the administrative-territorial structure.
